WASHINGTON, D.C. – The International Foundation for Election
Systems (IFES) is now accepting applications for the 2004 William
and Kathy Hybl Democracy Studies Fellowship Program, which is
designed to bring outstanding graduate students to Washington,
D.C., for research in democratic development, elections
administration and civic participation in the political process.
The study of democracy cannot exist in textbooks alone. To stay
on the cutting edge in this dynamic field requires being where
practitioners work to strengthen democracy around the world. The
program therefore awards two four- to six-week fellowships
exclusively to graduate students from colleges or universities in
Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and
Wyoming.
Hybl Fellows receive a stipend of $1,800 and pursue their
research on a variety of international projects at the F. Clifton
White Resource Center, widely regarded by policymakers and
researchers as a leading collection of democracy-building
material.
In addition to their work with IFES, fellows
will benefit from the many informational and networking
opportunities available in the nation’s capital. Application
