New Book Examines History of Boise's Unique Water System

Boise's Water: The Private Side of Public Works

A new book by professional hydrologist Robert T. Kent, “Boise’s Water: The Private Side of Public Works,” examines Boise’s unique water system and the city’s historic and continued reluctance to finance municipal projects. The book is published by the Boise Public Works Department with support from the Boise State University Center for History and Politics, Office of the City Historian and United Water Idaho Inc.

Unlike most major metropolitan areas, Boise’s water system has been privately owned for more than 115 years. Groundwater in Boise was easily exploited, making the early development of a private water supply possible without the help of eastern capital or municipal funding. Boise’s anti-tax, pro-business bias has led its citizens to continue to spurn municipal ownership of not only water systems, but also electricity and transportation.

Kent’s book begins by exploring the early franchises that resulted in the formation of The Artesian Hot and Cold Water Company in 1891, as well as smaller systems installed to supply specific subdivisions. Using historical records, he traces the pros and cons of the city’s various water systems over the years, and sheds light on the controversial issues associated with municipal ownership.

The book includes historic photos, a chronology of the city’s water supply, and a section on water rights and water rates. The book is available for $20 at the Center for Idaho History and Politics (426-3701) and the Boise Office of the City Historian (284-3731). Kent conducted his research while studying for a master of applied historical research at Boise State University.
