Boise State Research Center to Help Certify Medicaid Contract Rates

Boise State University’s Center for Health Policy, and Milliman Inc., a global consulting and actuarial firm, have contracted with the Idaho Department of Health and Welfare Division of Medicaid to set capitation rate ranges for specific health-care services provided under Medicaid. Capitation is a method of payment where the provider is paid a fixed amount for a patient over a given period of time.

The principal investigator is Ed Baker, director of the Center for Health Policy. Tim Barclay, principal and consulting actuary for Milliman, will be responsible for actuarial and analytical activities.

“Public-private collaborations such as this give us access to the best resources to address significant statewide health-care issues, including those associated with Medicaid,” Baker said.

Added Barclay: “We are excited about our ongoing relationship with Boise State University and the Center for Health Policy on projects that have the potential to materially impact health care in Idaho.”

Boise State University professor Heidi Reeder has been named the 2007 Idaho Professor of the Year by the Carnegie Foundation for the Advancement of Teaching. She is an associate professor in the Department of Communication. Reeder’s honor marks the 11th time that a Boise State professor has earned this award, and the seventh time in the last decade.
