John Freemuth, executive director of Boise State’s Cecil D. Andrus Center for Public Policy, recently was quoted in an Outdoor Magazine article titled “Environmentalists’ Public-Lands Enemy Number One.”

The article examines Utah congressman Rob Bishop’s arguments in favor of transferring federal land to the states, gutting the Endangered Species Act and eliminating the Antiquities Act. Freemuth finds his arguments that federal lands should be under state control unconvincing.

“What Congressman Bishop has ignored here is that each state, when it entered the Union, placed into the state constitution a Disclaimer clause,” in which it forever relinquishes claim to “‘all right and title to the unappropriated public lands’” within its borders, Freemuth wrote.
