Luke Fowler, public policy and administration assistant professor, and Department of Political Science lecturer Isaac Castellano published a journal article in State and Local Government Review.

Their piece, “Creating Accountability with Interstate Cooperation: Unauthorized Water Use Enforcement on the Klamath River,” examined the role interstate compacts play in creating water use accountability through multiple sources and layers of enforcement. The paper examined the increased enforcement of the Klamath River in California as compared to neighboring rivers in the same counties, with conclusions indicating that the increased institutional layers of interstate compacts lead to more accountability and stringent enforcement and reporting of unauthorized water use.
